The Maine Department of Health and Human Services (DHHS) is in the process of studying payments for Adult Family Care Homes (Section 2) and Day Health Service (Section 26) of the MaineCare Benefits Manual. Burns & Associates, a Division of Health Management Associates is assisting DHHS in this effort and has established this website as a repository for study-related materials.

PROVIDER RATE MODELS

The draft Adult Family Care Home rate models were released for public comment on January 12, 2023 and stakeholders were invited to comment on the draft rate models. The rate models have been finalized.

Public Meeting – 1/12/23: Adult Family Care Homes

The draft rate models which detail the specific assumptions related to direct care worker wages, benefits, and productivity; program support, and other factors can be accessed here.

Written comments will be accepted until January 31, 2023 and should be submitted to [email protected]. As part of the public comment process the Department is asking providers to submit a home staffing schedule that can be found here. The staffing schedule by home does not request any cost information, so it is anticipated to take approximately 10 minutes per home to complete.

A key element in the development of proposed changes to payment policies and rates is a provider survey designed to collect information regarding providers’ service delivery designs and costs. All providers of services covered by the rate study are strongly encouraged to complete the survey. Submitted survey will be used solely for the purposes of the rate study and no provider-specific data will be published.
