As required by the federal Centers for Medicare and Medicaid Services (CMS), the Department of Human Services’ Office of Developmental Disabilities Services (ODDS) is in the process of reviewing the payment rates for Job Coaching and Job Development services.
Our organization, Burns & Associates, Inc. (B&A), is assisting ODDS with this review as we did with the development of the current rates in 2015. B&A has established this website as a repository of information related to the study.
A key factor in this review is a provider survey to collect data regarding key assumptions in the existing rate models:

Information collected through the survey will be utilized only for the purpose of this rate study and vendors’ individual responses will not be released.

CURRENT EMPLOYMENT RATE MODELS
ODDS last reviewed rates for Discovery, Job Development, and Job Coaching in 2015. The resulting rates received approval from the federal Centers for Medicare and Medicaid Services (CMS) and have been implemented.
The final rate models, which detail the specific assumptions used to develop each rate can be found here. The appendices included in this packet further detail the methodology associated with constructing wage, benefit, and productivity assumptions for direct support staff.
