The Maine Department of Health and Human Services (DHHS) is in the process of studying payments for services covered by Sections 13, 17, 28, 65, and 92 of the MaineCare Benefits Manual. Burns & Associates, a Division of Health Management Associates is assisting DHHS in this effort and has established this website as a repository for study-related materials.

The draft Behavioral Health and Targeted Case Management rate models were released for public comment in September 2022 and stakeholders were invited to comment on the draft rate models. The rate models have been finalized.

A key consideration in the development of mobile crisis service redesign rates is a provider survey designed to collect information regarding providers’ service delivery designs and staffing. All providers of Mobile Crisis services are encouraged to complete the survey. Submitted surveys will be used solely for the purposes of the rate study and no provider-specific data will be published. Surveys are due on Tuesday, March 28th and should be submitted to [email protected].

A key consideration in the development of proposed changes to payment policies and rates is a provider survey designed to collect information regarding providers’ service delivery designs and costs. All providers of Crisis Resolution and Crisis Residential services covered by the rate study are strongly encouraged to complete the survey. Submitted survey will be used solely for the purposes of the rate study and no provider-specific data will be published.

PROVIDER ADVISORY GROUP MEETINGS

Due to the number of services covered by this rate study, the services have been divided into four groupings, each with their own advisory group. The Department selected about 20 organizations for each advisory groups, with the goal of including a representative sample of providers based on characteristics such as size, geographic distribution, and specialized versus comprehensive array of services.

Burns facilitated kick-off meetings with these groups between March 28 – April 1, 2022 to gather initial feedback regarding current requirements and rates as well as the draft provider survey. These meetings, which lasted about 90 minutes, were recorded and can be accessed below:
