Burns & Associates Staff
 

Dedicated and industrious, the staff at B&A combine years of experience working with both public sector and private sector clients, covering 15 states.  B&A's two principals, Peter Burns and Mark Podrazik, direct five full-time consultants and a team of subcontractors in a dynamic, growing organization.  Following are short descriptions of the principals and consulting staff.


Peter Burns, MBA

Mr. Burns has over 25 years of experience in public policy with specialties in the areas of finance, forecasting, administration, operations, strategic planning and legislation.  During his public policy career, Mr. Burns was a senior advisor for three governors, a state budget director, the director of a statewide in-house management consulting office, the chief research economist for a legislative body, and a tax manager for a Fortune 500 corporation.  Mr. Burns’ expertise and experience extends across a wide range of state programs at various levels, from conceptualization and policy development to program planning, operations, budgeting and accounting.  Prior to founding Burns & Associates, Mr. Burns was a Corporate Director at EP&P Consulting, a health care consulting firm with a national practice.


Mark Podrazik, MBA
 

Mr. Podrazik has 11 years of experience in health care consulting, specializing in the budgeting, reimbursement, and evaluation components of health care programs.  Prior to starting Burns & Associates, Mr. Podrazik was a Corporate Manager at EP&P Consulting.  While there, he managed projects in nine states.  Mr. Podrazik uses his accounting background to serve as B&A's Business Manager, overseeing all accounting and business functions.  Mr. Podrazik received a Bachelor of Science in Finance and Marketing (dual degree) from Syracuse University in 1991 and an M.B.A. from Johns Hopkins University in 2001.


Anne Winter, CPA
 

Anne Winter recently joined B&A where she brings her diverse experience in both the public and private sector on projects related to strategic planning, program operations, and financial evaluation.  Prior to B&A, Anne worked as a policy advisor for three years in Gov. Napolitano’s office and worked as a Senior Administrator for five years at AHCCCS, Arizona’s Medicaid agency.  Anne also gained extensive hands-on experience working for two different managed care organizations in her career.  Anne has served on numerous statewide health-related committees in Arizona in recent years, ranging from e-health services to children’s services to emergency medical services.  Anne received her Master’s from Arizona State University in 1996 and maintains her CPA license in Arizona.


Steve Abele, MA
 

Mr. Abele has over nine years of experience in the health care industry.  As a consultant, he has participated in the development of Health Insurance Flexibility and Accountability (HIFA) waivers in two different states, provided a wide range of technical assistance to state agencies including evaluating and updating provider rates, assisting with operational and procurement issues, and performing various financial projections and analyses.  Before joining Burns & Associates, Mr. Abele worked for two years at EP&P Consulting, another healthcare consulting firm that specializes in consulting to state governments. Prior to his consulting career, Mr. Abele worked for a large tertiary hospital where he developed expertise in revenue performance monitoring, performance improvement, financial analysis, admitting and patient financial services. 


Matthew Shaffer, MBA
 

Matthew Shaffer offers a diversity of analytic and accounting skills to B&A projects with a strong concentration on information systems support. Prior to B&A, he worked for over 10 years in budgeting at the Governor’s Office of Strategic Planning and Budgeting and the Arizona Department of Administration. More recently, he performed budgeting and financial analyses for a large tertiary hospital. Other experience has included developing LAN-based and internet-based computer systems that captured and verified accounting information.

 

Carol Weller, MA


Carol Weller brings over 10 years of programming experience to assist on data-related projects at B&A. She uses SAS, a statistical software package, to analyze large datasets for ratesetting, utilization, and survey research projects. Her statistical background is also utilized in many capacities to report findings on our engagements. Carol received her Master’s in Economics from Michigan State University.
