Project: Independent Evaluation of the Healthy NY Program
B&A conducted independent evaluations of the Healthy NY program, the State’s insurance offering for low-income working uninsured and for eligible small employers, in 2009 and 2010. This report covers Calendar Year 2010.

Project: Update DSH Methodology – OVHA
B&A provided technical assistance to Vermont in changing its DSH payment methodology and also to become compliant with requirements from CMS related to DSH audits. This report summarizes the DSH methodology and process for computing DSH payments made in Federal Fiscal Year 2011.

Project: Independent Evaluation of CHIP
B&A staff have been conducting an Independent Evaluation of Indiana’s CHIP since 2001. The evaluation is mandated on an annual basis by the Legislature. This report is the review for Calendar Year 2010.

B&A staff have been conducting External Quality Reviews for Indiana’s Office of Medicaid Policy and Planning since 2005. This report is the most recent submitted to CMS covering both the Hoosier Healthwise program and the Healthy Indiana Plan.

Project: External Quality Reviews
Indiana’s Office of Medicaid Policy and Planning hired B&A to review the Care Management Organizations responsible for managing services in Care Select, the State’s non-risk based program for the ABD population. B&A offered recommendations to the CMOs and to the OMPP to improve oversight of the program.

This report summarizes the recommendations of multiple task forces created by Nevada’s Legislature to develop a comprehensive strategic health plan for the state. The topics included insurance coverage, services, current and future provider infrastructure and wellness programs.

This report, which was produced prior to the enactment of ACA, summarized feedback from small employers, insurance brokers, and uninsured individuals about Governor Pawlenty’s proposals related to expanding insurance offerings in Minnesota.
