Debbie Saxe has over 29 years of experience in Medicaid policy development with extensive experience in developing Medicaid coverage and reimbursement policies, including rate setting for both fee for service and capitated purchasing arrangements. She is experienced with using Medicaid claims, health outcome metrics and population data to develop, implement and evaluate policies. Debbie has established productive working relationships with business partners including the federal government, state agencies, providers and contractors resulting in the successful implementation of Medicaid policy. Prior to joining B&A, Debbie spent over 25 years serving in various health policy and rate setting capacities with the Ohio Medicaid program, the last five years as the Bureau Chief for Health Plan Policy. Upon her retirement from Ohio Medicaid, Debbie spent 3 years as an independent consultant, specializing in Medicaid policy and rate setting development.
