Gretchen Engquist, PhD

Dr. Engquist specializes in the design and implementation of health, behavioral health and long-term care reform initiatives. She is known nationally for her work in Medicaid managed care, program financing and funding strategies, reimbursement and rate-setting, and policy development. Recently, Dr. Engquist has been working with a number of states and organizations in restructuring long-term care and behavioral health programs for people with disabilities. Her work also includes the development, negotiation, and implementation of waiver programs and rate-setting systems that address the community support needs of various populations.
Dr. Engquist was the founder of EP&P Consulting, Inc. and its president until 2005. She is a former Medicaid Director for the State of Missouri and a staff member in the U.S. Senate.
